This was what was interesting about this shooting.
A) backpack full of tile could potentially stop 5.56, they may have been expecting a firefight and were not trained for the reality.
B) they may have been attempting to send a message or
C) plant the backpacks with the tiles with explosives. Ceramic shards will cut through flesh like butter.
